ASU’s Consortium for Science, Policy & Outcomes ranked in top 10 for science and technology think tanks worldwide

The Think Tanks & Civil Societies Program at the University of Pennsylvania’s Lauder Institute recently released its 2016 Global Go To Think Tank Index Report, ranking Arizona State University’s Consortium for Science, Policy & Outcomes in the top 10 worldwide among science and technology think tanks, as well as the top university-based science and technology think tank in the U.S. 

This is the third consecutive year that the Consortium for Science, Policy & Outcomes has been ranked in the top 10 on this list in both categories, moving up one spot this year to ninth place in the worldwide science and technology think tank category.

“The results of this survey are gratifying in that they help us get the word out about the consortium’s initiatives and impact,” said Daniel Sarewitz, director of the Consortium for Science, Policy & Outcomes. “But of course we will continue to chart our success through our well-trained students, innovative ideas and real-world outcomes.”

Originally founded in 1999 and moved to ASU in 2004, the consortium brings together researchers, policy makers, practitioners and members of the public to develop the knowledge and tools to better understand and assess the linkages between scientific activities, policy decisions and effective outcomes.

“Keeping the company of the institutions at the top of this list is an endorsement of the extreme efforts and great talents of our faculty, staff and students,” said David Guston, co-director of the consortium and founding director of ASU’s School for the Future of Innovation in Society. “I’m thrilled on a daily basis to work with such an incredible group.”

ASU created the School for the Future of Innovation in Society in 2015 to provide an academic home for many of the consortium’s faculty and to deliver graduate degree programs that the consortium helped nurture. Aligned with ASU’s broad focus on innovation across disciplines and the design aspirations of a New American University, the school has since introduced undergraduate degree programs to its roster of academic offerings.

Notable recent projects that have solidified the consortium’s thought-leadership status include:

  • The New Tools for Science Policy seminars, held at the ASU Washington Center, which brings together the consortium and its network of researchers and collaborators to explore new ideas and approaches for improving the social value of science. Notable past speakers include The Illusion of Average programs, which explored how Big Data allows scientists to incorporate individual and contextual information into their research, and Future Conflict & Emerging Technologies, a provocative look at how technological advances are changing geopolitical strategy.
  • The Rightful Place of Science book series, which presents original volumes on topics that reflect the signature interests of the consortium’s intellectual communities. Topics include Future Conflict & Emerging Technologies; Politics; Biofuels; Government & Energy Innovation; Disasters & Climate Change; Creative Nonfiction; Science on the Verge; and Citizen Science.
  • Science Outside the Lab, presented by ASU’s Center for Engagement & Training in Science & Society, which presents an immersive workshop geared to graduate students that explores the relationships among science, policy and societal outcomes, with an emphasis on how decisions about science funding, regulation and policy are made.
  • The Science & Religion Project, a fellowship program and writing competition for scholars, scientists, writers and religious figures that explores the commonalities between science and religion, and their ability to allow a more nuanced, profound and rewarding experience of our world and our place in it.
  • The Expert and Citizen Assessment of Science and Technology (ECAST) network, which is a group of institutions that facilitates peer-to-peer public deliberations.  Co-founded by the consortium, its projects involve participatory technology assessment (pTA) to bring informed citizen perspectives and public deliberation into decisions about technology. The U.S. Government Accountability Office cited the consortium’s NASA project as a best practice for open innovation — an important demonstration that uses pTA to inform decision-making within the federal agency system — in this case, a highly technical decision regarding NASA's Asteroid Initiative.
